SGA hears university budget updates

During Thursday’s Student Government Association meeting, Wesley Wintch, vice president for administration and finance, provided the Senate with updates on recent developments at the University.

Wintch began by explaining the sources of revenue for the University, which come from six different areas. State general funds bring in 29.6% of the revenue, restricted fees are 25%, tuition is 21.9%, Federal funds are 13.8%, auxiliary services are 6.9%, and other sources are 2.7%.

He then presented an overview of how the University allocates its budget, breaking it into five sections. Compensation and benefits make up 57.2% of the budget, supplies and other services comprise 20.6%, scholarships and fellowships are 12.3%, depreciation is 8.5%, and utilities are 1.4%.

Wintch said FHSU’s tuition compares favorably to other schools in the region.

“In the MIAA, FHSU is the most affordable,” he said. 

He also mentioned that a 4% tuition increase recommendation will be presented to the Kansas Board of Regents in May for an initial review, followed by a second review and vote on the bill in June.

In Old Business, two bills were up for a second reading. 

Bill No. 24-S-139 for a line item change for Shooting Sports passed unanimously.

Bill No. 24-S-140 for a line item change involved moving funds from a non-food line item to a food line item for Alpha Gamma Delta. The bill failed after discussing whether this was appropriate within the guidelines and if it was for fundraising. 

The guidelines have a loophole where student organizations can have a line item and make line item changes if the food name is in the title. This part of the guidelines is currently under review to exclude food items completely, because of the number of changes being made to avoid spending allocations on food-related costs.
