{"id":78034,"date":"2024-03-15T09:43:44","date_gmt":"2024-03-15T14:43:44","guid":{"rendered":"https:\/\/tigermedianet.com\/?p=78034"},"modified":"2024-03-15T09:43:45","modified_gmt":"2024-03-15T14:43:45","slug":"city-commission-approves-golf-cart-usage-on-low-speed-public-roads","status":"publish","type":"post","link":"https:\/\/tigermedianet.com\/?p=78034","title":{"rendered":"City Commission approves golf cart usage on low-speed public roads"},"content":{"rendered":"\n<p><strong>By ALICIA FEYERHERM<\/strong><\/p>\n\n\n\n<p><em>Tiger Media Network<\/em><\/p>\n\n\n\n<p>Hays City Commission passed an ordinance allowing golf carts on public streets with speed limits of 30 miles per hour or lower at Thursday\u2019s commission meeting.&nbsp;<\/p>\n\n\n\n<p>In July 2021, the commission reviewed the use of alternate vehicles on public streets and allowed the use of Utility Task Vehicles (UTVs) and Micro-utility vehicles, but did not allow golf carts.<\/p>\n\n\n\n<p>Cities in Kansas have varying rules regarding golf carts. Lenexa, Emporia, Russell, WaKeeney and Plainville allow golf carts on public roads, whereas Salina, Goodland, Great Bend, Dodge City, Ellis Victoria, La Crosse and Colby do not allow golf carts. Derby, Liberal and Newton allow golf carts but only within certain areas.<\/p>\n\n\n\n<p>Cities allowing golf carts also have different restrictions. Most cities only allow golf carts between sunrise and sunset. Some cities have further restrictions like requiring registration with the police department or having the golf cart insured.<\/p>\n\n\n\n<p>Management Analyst Jarrod Kuckelman presented a proposal with the following provisions:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Drivers must have a valid license and be at least 18 years old<\/li><li>Liability insurance is required<\/li><li>Certain safety equipment, including seatbelts, signals, and lights, plus a slow-moving vehicle emblem are required&nbsp;<\/li><li>The ordinance will have language requiring drivers to follow the rules of the road.<\/li><\/ul>\n\n\n\n<p>Mayor Shaun Musil asked why this recommendation includes an insurance requirement when state statute does not require it.&nbsp;<\/p>\n\n\n\n<p>\u201cThe state has statutes, why are we going above and beyond the state?\u201d Musil said.<\/p>\n\n\n\n<p>Kuckelman pointed out the state leaves those decisions to cities so there is not a lot of state regulation, saying whatever the commission does will be \u201cabove and beyond\u201d what the state requires.
