{"id":14970,"date":"2014-10-27T17:11:23","date_gmt":"2014-10-27T22:11:23","guid":{"rendered":"http:\/\/tigermedianet.com\/?p=14970"},"modified":"2014-10-27T17:47:14","modified_gmt":"2014-10-27T22:47:14","slug":"fhsu-tobacco-policy-task-force-hires-consultant","status":"publish","type":"post","link":"https:\/\/tigermedianet.com\/?p=14970","title":{"rendered":"FHSU Tobacco Policy Task force hires consultant"},"content":{"rendered":"<p>The Tobacco Policy Task Force at Fort Hays State University has hired Ty Patterson, director of the National Center for Tobacco Policy, as a consultant in considering the university\u2019s current tobacco policy.<\/p>\n<p>Patterson visited campus last week on Monday and Tuesday to meet with FHSU students and staff to discuss the current policy and determine if changes need to be made.<\/p>\n<p>\u201cThe task force was charged with looking at the current policy and recommend changes,\u201d said Wendy Rohleder-Sook, Tobacco Policy Task Force Co-Chair, \u201cRight now, we allow tobacco use in certain designated parking areas.\u201d<\/p>\n<p><a href=\"https:\/\/i0.wp.com\/tigermedianet.com\/wp-content\/uploads\/2014\/09\/FHSUSmoking-Map.jpg\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-13307\" src=\"https:\/\/i0.wp.com\/tigermedianet.com\/wp-content\/uploads\/2014\/09\/FHSUSmoking-Map.jpg?resize=612%2C398\" alt=\"W:DocumentscampusmapsProjectsSmoking Areas Smoke (1)\" width=\"612\" height=\"398\" \/><\/a><\/p>\n<p>The task force received a $25,000 grant from the Kansas Health Foundation to hire Patterson to provide consultation and other services to assist FHSU move toward its goal of a tobacco free campus.<\/p>\n<div class=\"otw-sc-toggle\"><h3 class=\"toggle-trigger widget-title closed\">FHSU Tobacco Policy<span class=\"icon\"><\/span><\/h3><div class=\"toggle-content\"><p><br \/>\n<p><strong>POLICY TITLE:<\/strong><\/p><br \/>\n<p>Policy on Tobacco Usage<\/p><br \/>\n<p><strong>POLICY PURPOSE:<\/strong><\/p><br \/>\n<p>To establish the University\u2019s policy on smoking and tobacco usage.<\/p><br \/>\n<p><strong>BACKGROUND:<\/strong><\/p><br \/>\n<p>Fort Hays State University (FHSU) recognizes the health and safety hazards<br \/><br \/>\nof tobacco products and therefore prohibits the use of tobacco products,<br \/><br \/>\nincluding electronic cigarettes and any other nicotine delivery device, except<br \/><br \/>\nfor smoking cessation aids, within all University buildings, facilities and<br \/><br \/>\nvehicles owned by the University, as well as all other exterior spaces not<br \/><br \/>\ndesignated as a smoking area.<\/p><br \/>\n<p><strong>APPLIES TO:<\/strong><\/p><br \/>\n<p>Faculty, Staff, Students and Visitors<\/p><br \/>\n<p><strong>DEFINITIONS:<\/strong><\/p><br \/>\n<p>\u201cSmoking Cessation Aids\u201d means gums, patches, inhalers and other aids<br \/><br \/>\ndesigned to help tobacco users quit.<\/p><br \/>\n<p>\u201cElectronic Cigarettes\u201d means a cigarette-shaped device containing a<br \/><br \/>\nnicotine-based liquid that is vaporized and inhaled, used to simulate the<br \/><br \/>\nexperience of smoking tobacco.<\/p><br \/>\n<p>\u201cTobacco Products\u201d means cigars, cigarettes, smokeless tobacco, pipe<br \/><br \/>\ntobacco, and \u2018roll-your-own tobacco\u2019.<\/p><br \/>\n<p><strong>POLICY STATEMENT:<\/strong><\/p><br \/>\n<p>Smoking and the use of tobacco products, including electronic cigarettes and<br \/><br \/>\nany other nicotine delivery device, except for smoking cessation aids, are<br \/><br \/>\nprohibited in all Fort Hays State University buildings and facilities. Smoking<br \/><br \/>\nis only permitted on the FHSU campus proper, Sternberg Museum, Kansas<br \/><br \/>\nWetlands Educational Center, and the University Farm, Pavilion and Rodeo<br \/><br \/>\nGrounds (collectively referred to as \u201cFHSU\u2019s campus\u201d) in designated parking<br \/><br \/>\nlots. A map showing the parking lots that have been designated as smoking<br \/><br \/>\nareas is attached to and incorporated in this policy. Smoking is prohibited in<br \/><br \/>\nall other areas on FHSU&#8217;s campus that are not clearly marked as a<br \/><br \/>\ndesignated smoking area.<\/p><br \/>\n<p>Complaints concerning violations of these regulations will be submitted to<br \/><br \/>\nthe University Police Department (UPD). The UPD shall have the authority<br \/><br \/>\nto warn, issue a citation including a fine and\/or remove flagrant violators of<br \/><br \/>\nthis policy or any rude or insolent person who is in violation of this policy<br \/><br \/>\nfrom campus, pursuant to the provisions regarding Campus Bans and<br \/><br \/>\nTrespassing in the Fort Hays State University Use of Campus Facilities<br \/><br \/>\npolicy. After a warning the first offense will carry a fine of $10, the second<br \/><br \/>\noffense $25, and all future offenses $50. Additionally, if such person is a<br \/><br \/>\nstudent, the matter will be referred to the Division of Student Affairs for 2<br \/><br \/>\nhandling in accordance with the Student Code of Conduct. If such person is<br \/><br \/>\nan employee, the matter will be referred to the employee&#8217;s supervisor and, in<br \/><br \/>\nthe case of University Support Staff, the Human Resources Office. Each<br \/><br \/>\nviolation of this policy by an employee will be considered a disciplinary event<br \/><br \/>\nwith consequences determined by the number of events. By this policy, the<br \/><br \/>\nentire university community is encouraged to communicate this policy, and<br \/><br \/>\nthe location of the designated smoking areas, to all other university<br \/><br \/>\ncommunity members and visitors. All contractors working on campus should<br \/><br \/>\nbe informed of this policy through communication prior to work beginning<br \/><br \/>\nand if possible in the written documentation authorizing the work.<\/p><br \/>\n<p>Exceptions to this policy must be submitted in writing to the appropriate vice<br \/><br \/>\npresident and be approved by the president of the University.<\/p><br \/>\n<p>In support of this policy, the Wellness Center and the Student Health Center<br \/><br \/>\noffer free office visits for smoking cessation and free smoking cessation<br \/><br \/>\nmedication while supplies and funding last. It\u2019s one thing to have a policy, but it\u2019s another to implement it.\u201d<\/p>\n<p>The Task force is still in the process of gathering information before making its recommendation.<\/p>\n<p>\u201cWe may decide to make it less restrictive, we may decide to keep it the same, or we may decide to make it more restrictive,\u201d Rohleder-Shook said, \u201cOur job is to collect the information and recommend changes. We need to look at a lot of information before we recommend anything.\u201d<\/p>\n<p>Members of the task force will attend a Forum on Tobacco Policy on Oct. 28.
